Showdown of CDM Forces and Resources

On July 21, 2017, barely days after the assumption as the new Regional Director of Police Regional Office 7, PCSUPT JOSE MARIO M ESPINO is seen inspecting the police units under his command. The regional director immediately called for the conduct of Civil Disturbance Management showdown of resources and demonstration of skills in anticipation of the rallies that will be staged by sectoral groups and protesters during the conduct of President Rodrigo R Duterte’s State Of The Nation Address.

Two Hundred Four (204) police personnel from the different city and provincial police offices composed the CDM platoons. The Bureau of Fire Protection 7 sent its resources in support to the PNP. The showdown and inspection aimed at gauging the readiness of the personnel deployed on CDM in handling demonstrations.

PCSUPT ESPINO expressed that the police officers deployed on CDM are directed to observe maximun tolerance in dealing with the protesters, and assures that the PNP will respect and uphold human rights.


The post for Police Regional Office 7 Regional Director was formally turned over to its new successor in a solemn turnover ceremony on July 17, 2017, 10:00 o’clock in the morning at the PRO7 Headquarters.

PCSUPT JOSE MARIO M ESPINO who was from the Civil Security Group -Supervisory Office for Security and Investigative Agencies (SOSIA) in Camp Crame Headquarters assumed the office replacing PCSUPT NOLI G TALIŃO, who moved to a 2-star position in Camp Crame as part of the PNP Directorate for Human Resource and Doctrine Development.

PNP Chief of Directorial Staff Director General Archie Francisco F Gamboa presided the Turnover of Command. Awards and memento were given to the outgoing Regional Director of PRO 7 PCSUPT NOLI G TALIÑO for his leadership and contribution to the PNP in leading the regional office.

In his relinquishment message, PCSUPT TALIÑO expressed his gratitude to the personnel of Police Regional Office 7 who supported him in his one (1) year and two weeks stint as its former Regional Director, and further enumerated the various accomplishments of PRO7 under his tenure, citing the accomplishments in the campaign against Illegal Drugs where the regional office ranked 3rd, the successful hosting of ASEAN and Miss Universe in Cebu among others. He expressed that the humility and hospitality of the people in central visayas made it hard for him to leave and that his tenure in PRO7 has been one of the best assignments he ever had. PCSUPT TALIÑO likewise thanked the LGUs and the community as a whole for the unwavering support that they have extended to the PNP.

Moreover, PCSUPT JOSE MARIO M ESPINO, in his message, recognized the feat that PRO7 had attained and expressed to sustain its campaign against illegal drugs, even exceed it if possible. He mandated the personnel of PRO7 to take note of the ABCD of policing. ABCD stands for “Always Busy Catching Criminals, Drug Pushers and other lawless individuals. PCSUPT ESPINO made a firm pronouncement that there is no place for police scalawags in PRO7, and will not tolerate any transgression made by its personnel. They will be held accountable for their wrongdoings.

The turn over ceremony concluded with a parade in review with the outgoing Regional Director, PCSUPT NOLI G TALIÑO as the reviewing officer.

Traditional Monday Flag Raising and Awarding Ceremony (Feb.06, 2017)

Susan DC Vallora, Regional Director, National Intelligence Coordinating Agency 7 (NICA7) was the Guest of Honor and Speaker during the PRO7 Traditional Monday Flag Raising and Awarding Ceremony earlier this day, February 6, 2017, around 8:00 o'clock in the morning held at PRO7 Quadrangle. Personnel of the Moalboal Police Station, CPPO were awarded during the ceremony in recognition of their laudable accomplishments.The awards was conferred and pinned by the GOHS assisted by PCSUPT NOLI G TALIÑO, RD, PRO7. The said ceremony was attended by the uniformed and non-uniformed personnel of this headquarters.
