BOHOL Crime Laboratory

As support unit of PNP Bohol, the Bohol Provincial Crime Laboratory Office is mandated to “provide scientific investigation services and other technical support to the Bohol Provincial Police Office and other government and non-government investigative agencies through fieldwork, scene of the crime operation (SOCO), forensic laboratory services, criminalistics training and research”. 

Since the time of existence in the AOR, the Crime Laboratory is manned by professional and technically proficient uniformed men and women who are determined to deliver services according to their mandate with fairness to all. Providing scientific and technical support such as the conduct of examination of illegal drugs, firearms identification, macro-etching examination, fingerprint comparison, explosives and substance examination, medico-legal and document examination, scene of the crime operations and the like are almost daily routine job. But in its desire to further deliver quality service more particularly to its major clientele which is the Bohol PPO, the office could not afford to just wait for the request and perform the necessary job.  It is high time to help analyze and think of the things that could be useful and beneficial to the law enforcement units in upgrading the level of performance specifically in the field of investigation.

In tight coordination with the police investigators in the field and based on the observation and study of this office, it shows that there is a need to reinforce the knowledge and skills of the police personnel in every police station vis-a- vis the identification and collection of fingerprints from the crime scene.  The number of personnel with such skill is very minimal and this shortfall somehow affects the process of identifying and providing evidence against the perpetrator of a crime.

As year 2011 started, the Provincial Chief of the Bohol Provincial Crime Laboratory Office, PSUPT ROMER S DAGUNO, recommended to the Provincial Director of BPPO, PSSupt Constantino V Barot Jr., that the Crime Laboratory should conduct “Practical Training on Developing and Lifting of Fingerprints” to all police stations within in the province purposely to maximize the number of personnel who could avail of said training and acquire the skills. The PD, BPPO approved the recommendation and in fact, unselfishly provided the necessary logistical support for the noble project.

A mobile training team from the Bohol PCLO was immediately organized. This was composed of PSupt Romer S Daguno as the overall training supervisor, PO3 Jayger L Casagan as the instructor being the Fingerprint Examiner of this office and PO1 Romel M Telan as the assistant instructor/photographer/recorder.

The training has started on February 01, 2011 and as of May 05, 2011; there are already twenty (20) police stations and a total of three hundred seventy-five (375) police personnel who were trained in the aforementioned subject. The said training is being conducted every Tuesdays and Thursdays right in every police station. This activity will continue as necessary in order to attain the maximum objective as programmed.
