280 New Police Officers 1, Took Their Oath
The Regional Director of PRO7, PCSupt Marcelo P Garbo Jr., administered the oath-taking of 280 new police officers on November 4, 2011 held at the parade ground of the Regional Headquarters.
The newly recruited law enforcers consist of 229 males and 51 females appended the strength of police force in the region which was immediately shipped-out for their training in Gaas, Balamban Cebu.
In his message, PCSupt Garbo Jr. expressed his gratitude in welcoming his first batch of recruits as the new Regional Director. He disclosed that this PRO was given a quota of 261 for the Regular Recruitment Program and 79 for Attrition Program. However, due to the strict adherence of the standards qualification in the selection and recruitment process set by the NAPOLCOM and the PNP, only 19 successful applicants passed in the Attrition Program. For the Regular Recruitment Program, the 261 quota was filled up.
He reminded the police trainees that as new members of the organization, they have to undergo training designed to equip them with basic knowledge and skills in policing. The highest standards of discipline, courtesy and morality will also be inculcated to them. PCSupt Garbo Jr. enjoined the recruits to strive hard and give all their best to achieve excellence in the training.
The Regional Director also re-echoed the program trust of the Chief PNP in transforming the image of the police force and making the police accessible to the community. Based on the Chief PNP’s 10-Action Plan and his “Serbisyong May Pagkukusa” PCSupt Garbo Jr. bared his 3-M Rule (Makita, Marinig at Mapag-usapan, and Maramdaman) in implementing these programs.
Meanwhile, according to PSSupt Petronelli Baldebrin, Acting Chief of RPHRDD, their office started accommodating applicants since July 25, 2011 with 647 applicants from the different cities and provinces in Central Visayas. The recruitment process subjected them to agility test, neuro-psychiatric test, drug test, medical/dental examinations and panel interview.
He further stated that all new police recruits who will be appointed on temporary status for a year and receive a monthly basic pay of P13, 492.00 will undergo Public Safety Basic Recruit Course (PSBRC) at the Regional Training School 7, Gaas, Balamban Cebu for 6 months, Field Training Program (FTP) for another 6 months in highly urbanized cities and PNP modified Special Counter-Insurgency Operations Unit Training (SCOUT) for 45 days.
According to the general qualification standards for appointment of PO1 applicants (male/female), no person shall be appointed as non-commissioned officer of the PNP unless he/she possesses the following minimum qualifications: a citizen of the Philippines; a person of good moral conduct; must have passed the psychiatric/psychological, drug and physical tests to be admitted by the PNP or by any NAPOLCOM accredited government hospital for the purpose of determining physical and mental health; must possess a formal baccalaureate degree from a recognized institution of learning; must be eligible in accordance with the standards set by NAPOLCOM; must not have been dishonorably discharged from military employment or dismissed for cause from any civilian position in the government; must not have convicted by final judgment of an offense or crime involving moral turpitude; must be at least one meter and sixty-two centimeters (1.62 m.) in height for male and one meter and fifty-seven centimeters (1.57 m.) for female; must weigh not more or less than five kilograms (5 kgs.) from the standard weight corresponding to his or her height, age, and sex; and for a new applicant and must not be less than twenty-one (21) nor more than thirty (30) years of age.
